As a beginning comment, one of my central, er, beefs with London is the lack of engagement of the citizenry by its civic leaders. I think it's a two-way street though. London has outgrown its part-time Council's ability to deal with the problems and since they're part-time, they have little extra bandwidth to engage citizens. I feel strongly that London needs to create a professional City Council ie. pay Councillors enough that it is its own job. The difficulty with this of course is that few would ever pay any incumbent of any party at any level (a result of the cynicism about politicians generally) to make this happen.
