What Problem Are We Trying To Solve?

Of course there was more than one problem.  Here are a couple of headers: 

• How can the government-citizen relationship be reforged so that active participation in and commitment towards government is a kind of default behaviour?
• Can obstacles to government engagement be cateorized e.g. as: systemic, psychological, technological, and/or individual?
• is there a post-partisan politics?
• What are the technical, legislative, and social structures that would support a real shift in the participatory framework?

• open processes
• technological frameworks to identify and bring together communities
